		<description>http://www.soundscan.com/index.html is the industry standard, but they charge for access.  I think the only way to keep up is work for a radio station, or read the industry magazines.  The rap rags will no doubt keep tabs.

No need to buy fiddy's album; you could instead choose to tell 5 friends that Kanye sux and balance things out :-)</description>

Probably the controllers of the best-armed thugs.

Pinochet got arrested/tried/convicted because he wandered into a place with "rule of law" and Kissinger might be avoiding trips to Europe because he'd be subject to a war crimes trial. Is 50-cent even in their league?

When there are extradition rules that would have extracted Idi Amin from his Saudi sanctuary, we can look at crime/punishment with a bit more detachment.
